Specific Job Description

The Subcontract Commercial Officer (SCO) is a key role within the Lockheed Martin UK Supply Chain Organisation based at Ampthill, Bedfordshire. The organisation manages the total supply chain for goods and services to meet a variety of programme and business requirements. The successful candidate will join a renowned international defence company, with a range of technically innovative products and excellent opportunities for career progression and personal and professional development.

It is anticipated this role will focus on managing the contractual aspects of supplier delivery, to meet the overall requirements of Lockheed Martin UK (Ampthill)‘s element a Ground Based Air Defence (GBAD) Programme for an international customer.  It will also offer the chance to diversify into other sectors.
The right candidate will manage all contractual terms including: cost, schedule and technical performance requirements that are levied on the subcontractor or product family. They will be required to ensure performance meets contracted requirements, and to input and maintain data on the Company ERP system (SAP).  The role operates across the contractual life cycle, supporting negotiations, execution and closure.  The SCO will actively work with and provide support and guidance to the Subcontract Programme Manager, Programme, and Procurement leads.

Success requires experience of working in a functional organisation, and a blend of proven skills and experience in achieving delivery on time and in full through the ability to successfully negotiate and manage subcontracts across a range of complexity.  This will be coupled with the ability to work effectively within a multi-disciplinary product team including engineering and quality.
Specific responsibilities include:

  • Supporting the compilation, issue and management of a range of proposals to include RFQ’s, and RFP’s through to contract award/amendment, taking the lead where required.
  • Supporting negotiations with suppliers to ensure best-value is achieved. Achieving on time delivery, to meet contractual quantity, quality, and technical requirements.
  • Undertaking contract execution on allocated procurements whether subcontract, commodity, or complex material purchases.
  • Providing support to ensuring appropriate terms and conditions are specified and adhered to within the contract.
  • Leading and managing a range of procurements from simple to complex including design/drawing control, delivery and warranty.
  • Developing and maintaining key stakeholder relationships.
  • Managing the configuration control of the subcontract and associated documentation.
  • Undertaking all relevant transactional activities in SAP.
  • Working with commercial colleagues to ensure mandatory flow down conditions are managed.
  • Identifying, assessing and managing subcontract risk.
  • Identifying opportunities for cost savings and schedule improvements.

The SCO will demonstrate the ability and flexibility to support multiple suppliers, support business winning initiatives and work in other technology areas such as Armoured Vehicles and Space.

Desired skills, qualifications and experience

  • Experience in working in multi-functional organisations.
  • Experience in the various phases of the product lifecycle from proposal capture, programme start-up, development, production ramp-up, sustainment and end-of-life.
  • A relevant Bachelor’s degree from an accredited college or degree in Business/Scientific/Technical discipline.
  • The ability to present information succinctly at senior internal and external meetings.
  • CIPs qualified or working towards a suitable qualification.
  • Experience of working with Government Contract Conditions
  • Flexibility to work at different levels of sub contract complexity (off the shelf, build to print, MOTs, and design to statement of work)
  • Will also consider individuals with equivalent experience / combined education.
