East West Rail is a new direct connection, linking communities between Oxford and Cambridge, including Bicester, Milton Keynes and Bedford by rail. East West Railway Company was set up to accelerate the delivery of the East West Rail infrastructure and passenger services, bringing faster journey times and easing pressure on local roads. We were set up by the Secretary of State for Transport in 2017 to do things differently. We aim to innovate, positively disrupt, and challenge the status-quo, leading to quicker and more costeffective project delivery, and an improved experience for passengers and the communities we serve.

Responsibilities and accountabilities

Supporting the design, implementation and maintenance of programme control management standards and procedures

• Ensuring that projects current development activities are appropriately represented in the overall schedule with interfaces appropriately identified & controlled

• Implement regular monitoring against the schedule, working closely with the project teams to track and report progress and variances

• Perform critical path and resource analysis of the project, identifying schedule variances and developing work around plans and risk analysis

• Work within multidisciplinary project teams providing planning support to both the project team and clients

• Implement the existing schedule change control in accordance with current control arrangements

• Interface with and support multiple stakeholders, internal and external, to ensure the integration of standardised Programme Controls tools, processes and an easily accessible flow of data

• Prepare accurate, succinct, informative and timely reporting of the programme performance against baseline including that of delivery partners and suppliers

• Support the integration and interrogation of underlying data from a range of inputs

• Support the provision of timely and accurate information, to various stakeholders, communicated with transparency and clarity

• Support the provision of strategic level advice on schedule issues affecting the scheme • Support the management of dependencies from multiple stakeholder programmes, including delivery partners and suppliers • Assist with compliance activities with all related industry leading practice and standards and ensure EWR Co. adopts practices which provide value for money

• Support the EWR Co. commitment to customer service and the customer journey

• Take responsibility of your own and others’ health and safety and of those who may be affected in the day-to-day delivery of this role by adopting and working to the EWR Co. Health and Safety principles

• Co-operate with EWR Co. in all matters relating to health and safety, including following safe working procedures at all times

• Act as a role model for EWR Co.’s vision and values, behaving in ways that are in alignment with EWR Co.’s Ways of Working, encouraging and supporting others to do so in addition

• Promote equality in the workplace and adopt appropriate behaviour when interacting with colleagues

 

Team dimensions

You will be reporting directly to Head of Controls (Western Section)

• Given the early stage of the project, it is likely that the nature of the role may evolve as the project progresses. It is also possible that other ad-hoc activities and duties may be required

 

Experience and skills

As Programme Planner for the East West Rail scheme, you will have at least 5 years’ experience in a comparable role, ideally in a regulated industry and / or the rail sector. Programme Planning experience as both a contractor and client would be an advantage.

Your skills and experience will include:

• Significant experience of schedule management on major capital project and/or large programmes of similar complexity

• Excellent programme management experience, project controls and organisational skills, which have secured through practical experience

• Expert knowledge of control tools and methodologies such as Primavera P6, criticalpath analysis, earned value analysis, and Monte Carlo analysis

• Technical understanding of design and construction

• Excellent analytical skills and attention to detail

• Ability to build solid working relationships, influence others and work collaboratively

• Experience of working in a multi-cultural environment

• Strong presentation skills and able to communicate effectively and interact with the team members and senior leaders
